Printed at the end of the 32 page booklet: "This code is issued with the Authority of Parliament (Resolution passed July 1946) There is no publishing date, but as it's "Her majesty's Stationery Office" I'm assuming that this copy of the Highway Code was published c. 1954, after Elizabeth's ascension to the throne. Interesting too about this booklet is that there are no mechanical indicators, all turnng is shown by hand signals. The language is that of a respectful teacher, (Do not drive in a spirit of competition with other drivers/Take pride in your driving/ make as little noise as possible) a gem of a book.
